anonymous user can use the following method to get rur:

$ cvs -d:pserver:anonymous@cvs.sourceforge.net:/cvsroot/rur login
$ cvs -z3 -d:pserver:anonymous@cvs.sourceforge.net:/cvsroot/rur co -P rur
